From the beginning, the Mothers for Peace has been concerned about the effectiveness of the County Emergency Response Plan. Mothers for Peace continues to monitor the plan, to work with the Office of Emergency Services, and to warn people that reliance on the plan is naive. The Diablo Canyon Plant is located in an area that would be impossible to evacuate quickly in an emergency. People would be required to provide their own sheltering which would give limited protection from radiation.
